Overview
New York allows registration of 25+ year old imports but requires annual safety inspection and emissions testing. European-spec vehicles need several modifications to pass inspection.
Key Requirements
- Annual safety inspection — covers lights, brakes, tires, steering, suspension, glass and more.
- Emissions — OBD-II testing in NYC metropolitan area for 1996+ vehicles. Tailpipe test for older vehicles. Some upstate counties are exempt.
- Required modifications — DOT-approved headlights (not E-marked), amber front turn signals, side reflectors, mph-readable speedometer.
- Titling — VIN verification at DMV, federal import docs required.
Notes for European Imports
Budget for headlight conversion (sealed beam or DOT-approved projectors), amber signal lenses, reflector installation and a speedometer recalibration or overlay. Most European cars from the 1990s and earlier need all of these.
Recommendation
Doable but plan for $500–$1,500 in modifications. Pre-1996 vehicles avoid OBD-II emissions testing, which simplifies things considerably.
