Pennsylvania is registerable but demanding. Its annual safety inspection is one of the strictest in the country, and emissions testing applies in 25 of 67 counties.

- Annual safety inspection — one of the most thorough in the US. Covers brakes, steering, suspension, lights, tires, glass, body integrity and exhaust system.
- Emissions — required in 25 counties (including Philadelphia, Pittsburgh metro areas) for 1975+ vehicles. Tailpipe test for pre-1996; OBD-II for 1996+.
- Pre-1975 — exempt from emissions statewide.
- Titling — standard process with federal import documents.
Notes for European Imports
The safety inspection will flag European-spec headlights, turn signals and reflectors. Speedometer conversion to mph is also checked. Budget for light conversions and be prepared for a thorough mechanical inspection.
Recommendation
Expect to invest in DOT lighting and minor modifications. Pre-1975 vehicles have a smoother path since they skip emissions entirely.
