Overview
Vermont was once famous for its “Vermont loophole” that allowed non-residents to title vehicles. That was closed in June 2023 (Act 165). For actual Vermont residents, importing is straightforward.
Key Requirements
- Annual safety inspection — covers brakes, lights, tires, steering, exhaust and body.
- Emissions — OBD-II for 1996+ vehicles. Pre-1995 exempt.
- Vermont loophole closed — Act 165 (June 2023) ended non-resident titling.
- Titling — DMV with federal import documentation. Must be a VT resident.
Notes for European Imports
For Vermont residents, the process is standard: annual inspection and emissions for 1996+. Pre-1995 imports only need the safety check. Non-residents can no longer use Vermont for easy titling.
Recommendation
Straightforward for residents. If you were planning to use the Vermont loophole, look at other no-inspection states instead.
