Virginia has one of the strictest safety inspections in the country, but a 25-year rolling emissions exemption means older imports skip emissions entirely.
Key Requirements
- Annual safety inspection — one of the most thorough in the US. Covers brakes, lights, tires, steering, suspension, exhaust, body integrity and glass.
- Emissions — in Northern Virginia (NOVA), Richmond and Hampton Roads for 1997+ vehicles. 25+ year rolling exemption means all eligible imports are exempt.
- Titling — DMV with federal import documentation.
Notes for European Imports
The safety inspection is demanding — budget for DOT headlights, amber signals, reflectors and possibly mph speedometer conversion. The good news: if your car qualifies for the 25-year exemption, you skip emissions entirely.
